Canada PMRA Opens Vertical-Farm Pesticide Labels Oct 2026

Canada’s “pesticide-free by law” indoor farms may not stay that way. On October 4, 2026, Vertical Farming Blog detailed Health Canada’s Pest Management Regulatory Agency proposal PRO2026-03, published September 9, 2026, with public comments open until October 24, 2026.

What would be allowed

Since 2022, compliant Canadian vertical farms have been pesticide-free in practice because no pest-control product carried a vertical-farm use on its label. PRO2026-03 would let vertical farms use a narrow set of non-conventional and microbial products that are already registered for the same crop and pest in greenhouses—after each registrant files a “notifiable change” label amendment adding Health Canada’s vertical-farm wording. Nothing auto-applies on day one.

Non-conventional examples in Health Canada framing include garlic powder, table salt, citric acid, plant and mineral oils, acetic acid and diatomaceous earth. Microbial products cover bacteria, fungi, algae, viruses and similar organisms. Farms would still have to follow full greenhouse label directions plus any new conditions.

What stays out — and the HVAC catch

Conventional synthetic pesticides still need a full registration or amendment path. Predatory and parasitic insects/mites sit outside this particular policy’s scope. For Commercial and Restricted Class products, proposed label text would ban use in any vertical farm whose ventilation system is shared with public spaces or residential areas—hitting basements, shop units and mixed-use urban sites that share air handling.
